Sir Charles Roxburgh KCB is Chair of Lloyd’s, the world’s pre-eminent marketplace for risk. Lloyd's was the original pioneer of modern insurance 340 years ago. Today, it is the world’s insurance partner, empowering and protecting economic growth, resilience and innovation, where over 60,000 risk professionals write £55bn of insurance premium annually. Charles is also a non-executive board member of law firm Herbert Smith Freehill and a non-executive director of Shell. He was non-executive Chairman of Legal & General America until March 2025. Charles has extensive leadership experience in both the public and private sectors. He held several senior positions at HM Treasury from 2013 to 2022, including serving as Second Permanent Secretary from 2016, overseeing its growth, financial services and infrastructure agendas. During this time, Charles worked on completing the Government's exit from its ownership of financial assets. He was involved in Brexit, and COVID-19 emergency schemes such as the Covid Corporate Financing Facility, and oversaw the creation of the UK Infrastructure Bank. He was previously Director-General of Financial Services at the Treasury, which saw him sit on the Financial Stability Board and represent the Treasury on the Bank of England’s Financial Policy Committee. Before entering in the public sector, Charles spent 26 years at international management consulting firm McKinsey, including as a senior partner. His roles at the firm included co-head of the global strategy practice, head of the UK financial institutions group and co-leader of the global corporate and investment banking practice. He worked in McKinsey & Co's New York City financial institutions practice for seven years. In 2009 he became the London-based director of the McKinsey Global Institute, an in-house economics research unit. In 2011 he was elected to McKinsey & Co's global board. In the early 90s, while at McKinsey, Charles was the lead consultant working with the Lloyd’s Taskforce and Chair, Sir David Rowland, on Lloyd’s 1993 Business Plan and 1995-1996 Reconstruction and Renewal Plan. Sir Charles was appointed Knight Commander of the Order of the Bath (KCB) in the 2022 Birthday Honours for services to Government.
