Lavy Stokhamer is a global financial services technology executive and board advisor with deep expertise across cybersecurity, anti-crime platforms, and large-scale regulatory transformation. He serves as Managing Director and Global Head of Cybersecurity and Anti-Crime Technology at Standard Chartered, with end-to-end accountability for the technologies underpinning cyber defense, financial crime prevention, and digital trust across more than 50 markets. In this role, Lavy leads the global technology strategy and execution for cybersecurity, AML and sanctions screening, fraud prevention, and digital asset controls. His remit spans cyber resilience and threat management alongside transaction monitoring, customer risk, screening, and fraud platforms, aligning security and anti-crime capabilities into a coherent, intelligence-driven operating model. His work sits at the intersection of regulatory expectations, data and AI, and business enablement for one of the world’s most international banking groups. Previously, Lavy served as Executive Director of the Cybersecurity Agency of Israel, where he was responsible for Israel’s national cyber defense mission. He established the country’s first 24/7 national cyber defense center, led nationwide incident response, and built extensive international cooperation with INTERPOL, Europol, and the World Economic Forum. Alongside his executive roles, Lavy is active in technology innovation and early-stage investment, advising cybersecurity and financial crime technology companies and establishing startup collaboration and venture programs within the banking sector to accelerate adoption of advanced capabilities. He regularly engages with boards and executive committees, helping organizations translate complex cyber, financial crime, regulatory, and technology risks into clear strategic decisions. His background combines national-level operational leadership with global banking execution across cyber defense, AML, fraud, and emerging digital asset risks. Lavy holds a BA in IT and Business Administration and completed executive programs at Harvard University, Columbia Business School, ISTARI, and Tel Aviv University’s Corporate Governance Institute. He is a certified corporate director with recognized expertise in cyber governance, resilience, and regulatory alignment.
